The Brussels Regime States
The "Brussels Regime States" are the parties to the following agreements:
Brussels I Recast:
Austria, Belgium, Bulgaria, Croatia, Cyprus, Czech Republic, Denmark, Estonia, Finland, France, Germany, Greece, Hungary, Ireland, Italy, Latvia, Lithuania, Luxembourg, Malta, Netherlands, Poland, Portugal, Romania, Slovakia, Slovenia, Spain, Sweden, United Kingdom* (but not the Channel Islands or the Isle of Man) (each being an "EU Member State")
Lugano Convention (2007):
The EU Member States and Iceland, Norway, Switzerland (the last three being the "Lugano States")
*= As from 11pm (UK time) on 31 January 2020 the UK will no longer be an EU Member State. However, for the duration of the transition period under the UK/EU Withdrawal Agreement (which, conservatively, should be assumed will end at 11pm (UK time) on 31 December 2020), the UK will continue to apply EU Law (which includes the Brussels I Recast and the Lugano Convention) and the other EU Member States will continue to treat the UK as an EU Member State for such purposes. Whether, during that period, the Lugano States will continue to regard the Lugano Convention as applicable to the UK will, however, be a matter for them (as they are not party to the Withdrawal Agreement).
